your idea is an innovative oen and unique. so to compliment that

i would suggest you invest/hire  a 21or 40 foot container type water treatment system using membrane technology. Now i know it has its limitations when it comes to managing the sludge and polymer and other outputs including membrane change. This is where another technology comes in called bio-organic catalyst which is a pre programmed liquid that breaks down even TDS in water on a molecular level. (case study)

The dosages are 1ppm for every 100 BOD mg/l. this additive lowers the cost of the waste water system and you will probably need a single operator. 

For the waste water plant itself there are plenty of companies that rent them. they are transportable by road or train as they are built into shipping containers.
