About

27 years experiences as an specialist in development of agriculture and water resources, including 5 years in the system of education and science, 6 years in management faculty (as dean of the faculty), have 16 years of management experience (managed projects in the Department of Water Resources), worked directly with WUAs, farmers/water users on  "On-Farm Irrigation project", financed by the World Bank. Was a consultant-expert, the head of many projects on water management for agriculture, creation and development of WUAs World Bank, Asian Development Bank, the Food and Agriculture Organization (FAO) and the EBRD.

• Working knowledge of water management issues, including integrated water resources management and planning of river basins, irrigation and drainage infrastructure and WUAs;

• Experience and skills in management and administration of projects and sub-projects;

• Knowledge and experience in the planning and implementation of projects and sub-projects;

• Knowledge and experience in development of project budgets and financial sub-projects;

• Skills and experience in monitoring and evaluation of projects;

• Experience in writing the strategy and program of reforms in agriculture and water management and presentation / coordination at GKR level;

• Experience in intensive consultations with farmers' groups, water users and working with beneficiaries;

• Knowledge and experience in Asian Development Bank, World Bank and UN FAO procedures;

• Knowledge and experience in development of Irrigation Service Fee for farms and farmers-water users in the country;

• Experience in the feasibility of projects and sub-projects;

• Experience in the development of design-cost estimate documents for construction of hydraulic structures, and irrigation systems;

• Knowledge and practical experience in the field of operation and maintenance of irrigation and drainage infrastructure;

• Knowledge and experience in the diagnostic survey of farms;

• Experience in the institutional development of WUAs and provision of irrigation services to associations / federations of water users;

• Evaluation of water economy projects;

• Environmental assessment of projects for construction of irrigation systems;

• Development of curricula, programs of training courses for farmers and advisory services;

• The organization, tendering and procurement of works, services, technology and other.

Project management skills gained during the tenure of Chief Engineer in "On-Farm Irrigation" Project, World Bank, Director of Joint (ADB, World Bank and DFID) Project Management Unit of the Water Supply Department, National Project Manager of Water Resources FAO / UN in the Kyrgyz Republic.
